Finance for Refugee Enterprise (FFRE) is a programme supporting refugee entrepreneurs to build financially sustainable businesses and access inclusive finance. The project is delivered in partnership by TERN and Skylight.

TERN supports refugee founders to start and grow successful businesses through tailored entrepreneurship support, combined with improved access to finance. Skylight provides community-led, interest-free microloans designed to reach entrepreneurs who are excluded from mainstream financial systems, alongside 1:1 and group financial coaching support.

Together, the partners ground their approach in lived experience, helping to address the financial barriers that prevent many refugees from turning their skills and ideas into stable livelihoods.

With support from the Aviva Foundation, the FFRE programme combines practical financial education with access to business finance, delivered through a trust-based and community-driven model.

By supporting business creation, job growth and wider systems change, the project aims to help refugee entrepreneurs achieve dignity, stability and long‑term financial security.
